I have sat on government grant evaluation panels for over a decade. I have reviewed hundreds of applications across MOSTI, MITI, and industry-linked grant programmes. The applications that succeed and the applications that fail are not separated by the quality of the underlying research. They are separated by the quality of the communication, the strength of the commercial framing, and the clarity of the proposed impact pathway.
These are learnable skills. They are also almost never taught. The result is a systematic disadvantage for technically excellent researchers who have not been trained to communicate their work in grant-panel terms.
The fundamental misunderstanding
Most researchers approach grant applications as academic exercises. They describe what they intend to study, why it is interesting scientifically, and how they propose to study it. Grant panels — particularly industry-linked panels — evaluate applications on a fundamentally different set of criteria: what problem does this solve, for whom, at what scale, and by when? The gap between these two framings is the primary reason technically strong applications fail.
Grant panels do not fund research. They fund outcomes. The application that most clearly demonstrates its path to a specific, valuable, measurable outcome wins — regardless of the scientific elegance of the method.
Four structural differences in winning applications
1. The problem is defined in industry terms, not academic terms
Winning applications open with a precisely framed problem statement that a non-specialist can immediately understand and recognise as important. They do not open with a literature review. They open with a consequence — "Malaysian manufacturers lose an estimated RM X billion annually because of Y" — that makes the funder's attention immediate and the case for action obvious.
2. The impact pathway is explicit and measurable
Winning applications describe, specifically, what will change because of this research — not in the abstract, but in named industries, named sectors, and measurable outcomes. They trace the pathway from research output to real-world application with enough specificity that the evaluator can visualise the change happening.
3. The team's credibility is positioned, not listed
Weak applications list credentials. Winning applications position them — connecting each team member's specific prior experience to the specific challenge this research addresses. The message is not "here are our qualifications" but "here is why this specific team is uniquely capable of delivering this specific outcome."
4. Risk is acknowledged and mitigated
Winning applications address risk explicitly. They identify the two or three most significant risks to delivery and describe, briefly but specifically, the mitigation strategy for each. This demonstrates evaluator-level thinking — and builds confidence that the team has planned beyond optimistic assumptions.
Building the capability systematically
These four structural elements are not the result of talent or luck. They are the result of deliberate preparation using structured frameworks.
